https for Beatrice trackers

In order to apply for HSTS preload, I had to switch all subdomains onto https. That means our trackers also switched onto it, so if your client complains about too many redirects, just edit http->https and it should be fine.

Upd.: added workaround to /announce and /scrape URIs so http trackers should work again.
