     Sometimes it’s more convenient to use hevc, sometimes x264 helps out. It all depends on the source and what kind of processing it needs. Proceeding from this, one can not fully replace one another.

     Maybe on bdbox there will be ova in the HD.
     But so far only dvd.
     But there will be disks – I will make 720 dvdrip.

         If you do the right upscale, then it goes better 480, worse 1080 – perfect for 720 resolution.

         Anime is not a real video, drawing lines are easier to stretch.
         Most 1080 disks are studio apskeel with 720 \ 810 \ 900p
         A small number of titles are drawn initially in fullhd.
